Job Summary

We are seeking an experienced and highly motivated Assistant Contract Manager to join our Construction & Infrastructure team in Bahrain.

The successful candidate will be responsible for supporting the Contract Manager in managing pre-contract and post-contract commercial activities, while supervising a team of Estimators and Quantity Surveyors. The role requires strong commercial awareness, contract management skills, negotiation capabilities, and a sound understanding of construction projects.

The position will be responsible for ensuring that commercial activities are effectively managed in terms of time, cost, quality, profitability, and contractual compliance.

Key Responsibilities
1. Pre-Contract / Tendering Activities
Identify new business opportunities, potential clients, and upcoming projects.
Conduct market research and monitor industry trends, competitor activities, and market opportunities.
Supervise the preparation and submission of pre-qualification (PQ) documents to government and private-sector agencies.
Identify potential tenders, obtain management approval, and coordinate the collection and review of tender documents.
Review tender reports prepared by the Estimation and QS teams and provide commercial recommendations.
Review subcontractor and supplier quotations, negotiate commercial terms, and support finalization.
Review and approve Schedules of Rates (SOR) prepared by the Estimation team.
Review and finalize tender executive summaries for Management approval.
Coordinate with Management and relevant departments to ensure timely and competitive tender submissions.
Follow up with clients regarding tender submissions, clarifications, negotiations, and outcomes.
Review and finalize quotations for small jobs and minor works based on client enquiries.
Assist in finalizing contracts and commercial terms for awarded projects.
2. Post-Contract / Commercial Activities
Assist the Contract Manager in negotiating and finalizing contracts with clients, suppliers, subcontractors, and business partners.
Ensure all contracts, agreements, and commercial arrangements comply with company policies, contractual obligations, and applicable legal requirements.
Monitor contract performance and identify potential commercial, contractual, and financial risks.
Manage and resolve commercial disputes and contractual issues in coordination with the Contract Manager and Management.
Maintain strong professional relationships with clients, consultants, subcontractors, suppliers, and other key stakeholders.
Act as a key point of contact for commercial and contractual matters.
Assist in developing, monitoring, and managing project budgets.
Review financial and commercial data to identify opportunities for cost reduction, improved margins, and revenue enhancement.
Review subcontractor and supplier offers for technical and commercial compliance with contract requirements.
Negotiate with potential subcontractors and suppliers and assist the General Manager / Contract Manager in finalizing commercial agreements.
Prepare and finalize subcontract agreements, purchase orders, work orders, and related commercial documentation.
Monitor and control manpower, equipment, material, and other resource utilization for small jobs.
Coordinate effectively between the company and client representatives to ensure customer satisfaction and successful project delivery.
Identify, evaluate, substantiate, and prepare contractual claims and entitlement submissions in coordination with the Site and Project teams.
Support site teams on all commercial and contractual matters.
Attend commercial and contractual meetings with clients, consultants, subcontractors, and internal teams.
Review, negotiate, and finalize variations, additional works, and other commercial adjustments.
Monitor project commercial performance and provide regular updates and recommendations to Management.
Lead, supervise, and mentor a team of Estimators and Quantity Surveyors, ensuring timely and accurate delivery of commercial activities.
Qualifications & Experience
Bachelor’s Degree in Civil Engineering or Quantity Surveying (QS) or a related construction/commercial discipline.
Relevant experience in construction and infrastructure projects, preferably in Bahrain or the GCC.
Strong experience in tendering, estimation, quantity surveying, contract administration, commercial management, claims, and variations.
Proven experience in managing and mentoring Estimators and Quantity Surveyors.
Strong negotiation, analytical, communication, and leadership skills.
Good knowledge of construction contracts, commercial practices, subcontract management, and project cost control.
Experience with ERP systems and estimation / quantity surveying software is an added advantage.
Knowledge of the Bahrain construction market, tendering procedures, and client requirements will be an advantage.
