Description

Key Responsibilities:

Supervise and ensure the proper execution of Health, Safety, and Environmental (HSE) policies representing the Client/Developer.
Verify that all construction activities comply with applicable local HSE laws, international standards, and recognized industry best practices.
Perform routine site inspections, safety audits, and risk evaluations, and submit detailed reports to the client’s project management team.
Oversee the implementation and maintenance of approved HSE plans, method statements, and risk assessments by the main contractor and subcontractors.
Identify unsafe acts or site conditions, formally notify concerned parties, and recommend appropriate corrective measures to both contractors and the Client.
Lead and actively participate in toolbox meetings, emergency drills, and other HSE coordination meetings.
Deliver health and safety training sessions to employees and supervisory staff.
Examine and assess HSE documentation such as incident logs, training documentation, and PPE tracking records.
Ensure strict adherence to safe work procedures and confirm that all personnel are provided with and properly using suitable personal protective equipment (PPE).
Assist in investigating incidents and accidents, and monitor the completion of corrective and preventive actions.
Liaise with government authorities and regulatory agencies as necessary to facilitate inspections and ensure regulatory compliance.
Promote a strong safety culture by educating the workforce on emergency procedures, first aid practices, and safety regulations.
Establish and enforce site housekeeping standards in alignment with HSE policies.
Coordinate daily housekeeping activities with contractors and site supervisors, including waste removal, material arrangement, and proper tool storage.
Implement and manage a regular inspection program for construction tools, machinery, and safety equipment.
Conduct routine visual inspections and functional checks of hand tools, power tools, lifting gear, and scaffolding systems.
Confirm that all equipment and tools are properly certified, tagged, and maintained in safe operating condition.
Maintain accurate records of equipment inspections, maintenance activities, calibration reports, and certification documentation.
Track and document manpower deployment on-site, categorized by subcontractor.
Collaborate with the security department to ensure full compliance with HSE procedures.
Carry out joint site inspections with the security team to identify hazards such as unauthorized entry, unsafe storage practices, or exposed hazardous areas.
Ensure effective monitoring and control of site access points.
Verify that proper identification procedures and visitor registration systems are consistently implemented.

Requirements:

Bachelor’s Degree or Diploma in Engineering or a related discipline.
NEBOSH IGC, IOSH, or other recognized health and safety certifications are considered advantageous.
At least five (5) years of experience in construction HSE supervision, preferably in a client-side or consultancy capacity.
Thorough understanding of Bahrain’s occupational safety regulations and environmental compliance requirements.
Strong communication, analytical, and reporting capabilities.
Ability to effectively coordinate and work alongside multidisciplinary teams within a construction environment.
