Roles and Responsibilities

Represent the Client in overseeing and ensuring compliance with Health, Safety, and Environmental (HSE) requirements throughout all stages of construction activities.
Verify that site operations comply with applicable Bahraini legislation, international standards, and accepted industry best practices.
Conduct routine and unplanned site inspections, safety audits, and risk evaluations, preparing detailed findings and corrective action reports.
Supervise contractor and subcontractor compliance with approved HSE policies, risk assessments, and method statements.
Identify hazardous conditions and unsafe acts, issue formal observations or corrective notices, and follow up until closure of actions.
Organize and participate in toolbox meetings, safety inductions, emergency preparedness exercises, and HSE coordination sessions.
Design and deliver health and safety awareness and training programs for workers, supervisors, and management personnel.
Maintain, review, and update HSE records including incident logs, training records, PPE registers, and statutory compliance documents.
Ensure proper implementation of safe working practices and confirm correct availability and use of personal protective equipment.
Support the investigation of accidents, incidents, and near-miss events, ensuring lessons learned are effectively implemented.
Liaise with relevant authorities during inspections, audits, and regulatory compliance activities.
Promote a strong safety culture by reinforcing awareness of emergency procedures, first aid arrangements, and legal responsibilities.
Establish and enforce housekeeping standards to maintain clean, orderly, and hazard-free work areas.
Coordinate daily housekeeping and waste management activities with contractors and site leadership.
Implement scheduled inspection programs for tools, machinery, plant, and safety-critical systems.
Carry out visual and operational checks on hand tools, electrical equipment, lifting gear, scaffolding, and access systems.
Ensure all equipment is inspected, certified, labeled, and maintained in safe working condition.
Maintain accurate records of inspections, testing, calibration, servicing, and certifications.
Monitor and report daily and periodic workforce deployment by subcontractors.
Coordinate with site security teams to ensure full alignment with HSE rules and procedures.
Perform joint HSE and security inspections to address risks such as unauthorized access, unsafe storage, and exposed hazards.
Ensure effective control, monitoring, and security of all site access and egress points.
Confirm the implementation of identification systems, visitor registers, and access control documentation.

Qualifications and Experience

Diploma or bachelor’s degree in Engineering or a related technical discipline.
Professional HSE certification such as NEBOSH IGC, IOSH, or an equivalent qualification is preferred.
Minimum of five (5) years’ experience in HSE supervision on construction projects, preferably in a client-side or consultancy role.
Strong knowledge of Bahrain HSE legislation and environmental compliance requirements.
Proven skills in communication, site inspection, coordination, and technical reporting.
Ability to work collaboratively with contractors, consultants, and multidisciplinary site teams.
