Description

Responsible for overseeing and enforcing health, safety, and environmental compliance on behalf of the Client across all phases of construction activities.

Core Duties and Responsibilities

Represent the Client in supervising and enforcing HSE requirements throughout the construction lifecycle.
Ensure all site activities comply with Bahraini legislation, applicable international standards, and industry best practices.
Conduct scheduled and unscheduled site inspections, safety audits, and hazard identification, issuing clear and detailed reports.
Monitor contractor and subcontractor compliance with approved HSE plans, risk assessments, and safe work procedures.
Identify unsafe acts or conditions, formally issue observations/notices, and follow up on corrective and preventive actions until closure.
Organize and participate in toolbox talks, safety briefings, emergency drills, and HSE coordination meetings.
Plan and deliver health and safety training for site operatives, supervisors, and management personnel.
Review and maintain safety documentation including incident reports, training records, PPE registers, and compliance logs.
Monitor workforce adherence to safe working practices and ensure correct availability and use of PPE.
Support accident, incident, and near-miss investigations and ensure all recommendations are implemented and closed out.
Liaise with government authorities and regulatory bodies during inspections, audits, and compliance assessments.
Promote a proactive safety culture through workforce awareness on emergency response, first aid, and statutory requirements.
Establish and enforce housekeeping standards to maintain a clean, orderly, and safe site environment.
Coordinate daily housekeeping and waste management activities with contractors and site supervisors.
Implement routine inspection programs for tools, plant, machinery, and safety equipment.
Carry out visual and functional checks of hand tools, electrical equipment, lifting gear, scaffolding, and access systems.
Verify that all equipment is inspected, certified, labeled, and maintained in safe working condition.
Maintain accurate records for equipment inspections, testing, calibration, repairs, and certifications.
Track and report daily and periodic manpower deployment by subcontractors.
Coordinate with site security teams to ensure full alignment with HSE rules and procedures.
Conduct joint inspections with security to address risks such as unauthorized access, unsafe storage, and exposed hazards.
Ensure site access points are controlled, monitored, and secured at all times.
Confirm proper implementation of ID checks, visitor registration, and access control records.
Qualifications and Experience

Degree or diploma in Engineering or a related technical discipline.
Professional HSE certification (NEBOSH IGC, IOSH, or equivalent) preferred.
Minimum five (5) years of construction HSE supervision experience, preferably in a client or consultancy role.
Strong knowledge of Bahrain HSE legislation and environmental compliance requirements.
Excellent communication, inspection, coordination, and reporting skills.
Proven ability to work collaboratively with contractors, consultants, and multidisciplinary site teams.
